I’m looking for two movies but I don’t remember the titles, maybe you can help me?

One was a parody of Leon the Professional.
I remember two scenes, one on the roof of a skyscraper / block of flats.
The main character with a sniper rifle is waiting for his target.
Suddenly a pigeon flies in and obscures its sight.
After a while, more arrive and the sniper’s fight with the pigeons begins.

In the second scene, our hero is sitting in the waiting room
I think at a psychologist’s, she gets very stressed and starts sweating.
He’s sweating to the point where he has to tuck newspapers under his armpits
and the sweat is pouring out of them like from a tap 🙂

Second It was an “Asian” film, I mean Indian, but in co-production.
The main character was a mantric, i.e. a tantra master using the mantra: D
He was sitting in a prison cell, he decorated the walls with mantras and with his powers he controlled people outside.
Mostly policemen to get out of jail.

I remember the final scene where the police and the mantric are fighting in some old shed in the pouring rain and mud …
